I agree this sounds like the most likely solution. If it works when plugged in and you're sure the issue is the battery, just replace it.

You said "Not charging", which is different from "Not holding a charge", so could also be the charging cable. That's why I asked does it work with the cable connected.

Battery is not charging that can mean only two things either charger is not working or the battery is not working.
According to me its battery problem.
