Yes, it can be used for something. As a media server. For storage. You can run Linux on it. If it's 64 bit you can probably run Windows 10 on it.
What do you want to use it for?
Of course it can be used. Look at all the cool stuff people are doing with the Raspberry Pi. So it's not a questions of if it can be used, it's a question of how you want to use it.

I have Pentium 4 desktop. It runs fine. It can be used for net surfing and media consumption
If you want to do anything above run Google Chrome I wouldn't recommend using a Pentium. If you're using Photoshop or anything like that, I'd get an i5. An i7 is not really needed unless it's a workstation.
