Outgoing. Am i being robbed

I am wondering if i am being charged correctly for outgoing？
Ｉ　am　just　to　receive　an　estimate　for　the　current　y ear　nor　have　i　ever　received　audit　copies　of　invoi ces。　
each　month　my　landlord　sends　a　bill　saying　：　outgo ings　for　x　month　is　x　amount。
Ｉ　am　paying　for　pest　control　that　never　gets　done　 and　a　public　telephone　i　cant　locate within the complex 　

is　my　landlord　in　the　wrong？　or　do　I just　have　to　suck　it　up?

Usually those charges are included under common area maintenance (CAM) as a part of your rent. What does the lease say and are you having pest issues?

My lease states that outgoings are to be paid in equal monthly installments. that the landlord must make adjustments to outgoing for the following year， the landlord is to supply me in an estimate each year and audited invoices each year
only that i am paying 302 a year for pest control yet the last time it was done was in 2007

Sounds to me like you should get a lawyer involved. If you're looking to get out of a lease, you may have some negotiating ground here but a lawyer would be your best bet.
