http://www.small-business-forum.net/blogging/7085-what-called-out-comment.html

.. Just found it strange, that (regular) users are allowed to post in teh Forum News & Announcements (http://www.small-business-forum.net/forum-news-announcements/) forum; example @ "Any Body Tell Me How I Post A Classified ? (http://www.small-business-forum.net/forum-news-announcements/12360-any-body-tell-me-how-i-post-classified.html)". :-0

"Forum News & Announcements, When we have information for you this is where it will be"

I voted for awesome, but it is my forum after all. :)

Yeah, I guess that does seem a little weird. I want people to be able to respond to news items, but I wasn't expecting they'd start threads. I'll look for a way to allow posts, but not allow new threads to be started.

I finally took the time to look through the permissions and registered users don't have privileges to start a new thread in the news and announcements section. I'm pretty sure the person who recently did wasn't ever here. I thought it was spam when I saw it, which is why I replied the way I did. The person who started the thread can no longer post anything here too.

If you want to test it, see if you can start a thread in the section. If I don't reply within a day send me a PM and I will. Assuming the system is working as it's set, you shouldn't be able to start a new thread in that forum. You can post in threads, but you shouldn't be able to start them.
