Do these titles carry similar meanings?
The reason I ask is because my mothers job has a President who is also the CEO.

Yes someone can be both President and CEO. CEO deals with any future planning and forecasting and presidents usually deal with current day to day tasks/managerial. Sometimes they end up doing both, sometimes it's split up.

No, the US Constitution does not describe a position called "CEO". There's one called "President of the United States", who presides over the Executive branch. There's even one called "President of the Senate" (also known as the "Vice President of the United States"), an ex officio position within the US Senate. But no mention of a Chief Executive Officer.

I have my own company and use the title of manager. I have a partner as well. It gives me the option of saying "I need to talk to my boss" regarding discounts etc. Unless you are the CEO or President of a company like HP, I see no need to use either title.
